Athens faces several urban challenges, especially in the neighborhood of Metaxourgeio, an unofficial and unregulated red-light district that has been largely neglected. The area is characterized by a mix of abandoned and dilapidated buildings interspersed with generic residential structures and speculative real estate developments, leading to numerous empty properties and significant infrastructure problems.
In response, BIOS collaborates with architects, artists, creatives, and local residents to foster their engagement in urban development and the transformation of the Athenian community.
To this end, BIOS has initiated a research project involving mapping and a survey designed to assess the working and living conditions of artists and creative professionals in Athens. This survey aims to explore how artists and creatives interact with the urban landscape and identify potential opportunities within the city’s cultural scene. The insights gained from the collected data will inform the development of supportive structures for artistic practices, promote community collaboration, and enhance the overall quality of life in Athens. By addressing the current challenges faced by Athens’ creative communities and aligning with their aspirations, BIOS aims to initiate a long-term experiment exploring how the Metaxourgeio neighborhood can evolve through art and creativity.
This research will help define the purpose of PLEX, the new cultural space. The establishment of this cultural center will provide a dedicated venue for artists to showcase their work, conduct workshops, and engage with the community. It can serve as a focal point for cultural exchange and collaboration. Additionally, the center PLEX can offer resources such as grants, networking opportunities, and professional development programs, addressing the need for institutional support identified by the artists
The building is in disrepair, having been partially abandoned for years. BIOS will address all licensing, health, and safety issues to facilitate operations by early 2025. During this initial phase, PLEX will serve as an embassy of change, with the local coalition coordinating events that encourage collaboration between artists and community members to develop a comprehensive program addressing operational and structural needs.
By the end of 2025, BIOS and the local coalition will host a significant forum in the building, inviting the entire city to participate in discussions about its future. At this forum, the announcement of an international architectural competition for the complete renovation of the building will be made.
